Well, first of all, you need to be prepared to set up something that's not going to work in a lot of ways. Each nation and people are different, so it'll take time to figure out what works for you.
Secondly, you need to catalog what resources are available to any institutions of governance, and how they're going to get the resources needed to be effective. Once that's figured out, you can determine who is fit to lead, letting the populace weigh in on that will probably help if you don't have someone with a "divine right" to power.
The Royal Family is the only one that lays claim to the divine right to power, and they're very small and broken... Unfortunately, I believe the person that our populace may turn to in their absence won't be much better.
