Well, first of all, you need to be prepared to set up something that's not going to work in a lot of ways. Each nation and people are different, so it'll take time to figure out what works for you.
Secondly, you need to catalog what resources are available to any institutions of governance, and how they're going to get the resources needed to be effective. Once that's figured out, you can determine who is fit to lead, letting the populace weigh in on that will probably help if you don't have someone with a "divine right" to power.
The Royal Family is the only one that lays claim to the divine right to power, and they're very small and broken... Unfortunately, I believe the person that our populace may turn to in their absence won't be much better.
[FROWNING AS HE CONSIDERS THIS... He is truly not fit to lead a nation. Hm... At least talking to Claude about it has made him realize that because he really does just take action now and think about it later.]
[THIS IS EXACTLY WHAT HE NEEDS BEFORE HE GOES OFF AND KILLS THE MONARCHY WITH NO BACKUP PLAN.]
Mm, I just worry that the instability will be too much... Most of the issues I foresee come from the populace; its lack of empathy and ability to understand, and its reliance on the old systems. I believe they would fare well if they had a better figure to follow and guide them properly, but...
[He is actually feeling a small bit of doubt about the person he would previously have suggested without pause so now he is unsure.]
