Spawncampers. They hunt demiflora so they can take and sell body parts, so they take security really seriously at the Tower. No spawncamper's ever gotten in, but apparently it's really bad outside.
You’re telling me. I don’t know about rare, though. Some are, but it’s not like demiflora are hard to find in general. At least, not that I've heard - just some species are more rare than others.
